Maybe you've addressed this, but I don't see anything, so here goes.

To use a tape drive with the ide-scsi emulation you need to compile in (or module in) support for ide-scsi AND support for scsi tapes. Do you have the scsi tape driver built in/loaded? If you don't, it will give the error you're describing even though you have ide-scsi configured properly.
