I'll add a "yes and no" to this.

There is also an advantage to having someone check the open source code
against the pseudo-opened proprietary stuff to make sure there are no
inadvertant similarities.

We are talking about millions of line of code here. Chances are, some
few lines are going to be identical or nearly so, if only because
someone at Microsoft and somone working on the Linux kernel learned from
the same teacher and have a similar style.
