I attend St. Pete College and have paid such fees.
Here's how it works.
By state law a school cannot pay one instructor more than another just
because his subject is more difficult or technical.
But the school cannot attract instructors out of the private sector if they
pay less than half of the business salary. The answer is lab fees which no
law prohibits handing to the instructor... and St. Pete College does.
