Almost certainly a tech mistake according to the tech who came out to 
install the "right" filter. Apparently happened when previous tech was 
doing seasonal cable turn-on for "winter only" people next door, who are 
on the same pole, and messed up by putting in the wrong filter. Friendly 
tech said this is common situation; that the company is nasty to many 
innocent people, but that (as TW managers told me), it's legal for them 
to *be* nasty.
So fine. They don't want my business, they won't get it. There is *not* 
a monopoly on either cable TV or broadband Internet in this area...
