Why do you want to "add my spare cable modem"?
I am getting very nearly two times T1 speed from
Bright house cable, it varies from 2.7 to 3.9, usually
about 3.7 mbit/sec.
I googled "cable speed", "DSL speed" and "increase
cable speed" and the like, I found out how to optimize
LINUX for hi speed eth0 instead of low speed serial
protocol.

Lots, AOL comes to mind. DSL is typically slower than cable,
but with the recent price reductions a better value, although
previously cable was. Why do you say monopoly?

Bright house cable uses encrypted modems, old cable modems
tend to not be suitable.
