characters are not RFC-compliant:

Debian does not usually enable php in Apache. As I suggested in my last
response, you typically need to uncomment the php4 module in the
httpd.conf to enable php4 in the Debain packaged Apache. As superior of
a distro Debian is ::ducking::, I have found Debian assumes you *want*
to hand edit all the config files and rarely makes assumptions about
your configuration needs.
The configuration files are all available to you. There should be no
reason to reinstall. Just edit, tweak and read all the appropriate
documentation.
