There's no such thing in the IP world. Someone's interpretation probably of
non comercial RR accounts vs residential RR accounts.

What they would try to do is limit access to their servers from computers
that don't seem to "belong". I.e. if you don't have a rr account and try to
send email through their mail servers. This stops spammers. To identify
yourself as a RR account you login and check for mail. Their server then
remembers you for a while (maybe 30 minutes) until you check mail again.
During this time you can send mail through them.

This way you can be travelling and use some other ISP to get online and then
handle your own mail from wjereever you are.

I have a few accounts like this and have yet to see anything not working. Of
course with my email program it checks mail every two minutes.
