Sounds like something is being swapped out... the shell, probably.

Have vmstat running on another terminal. Look for activity in the "si"
column when the terminal gets better. Look at top's "swap" line. A
large
"used" line may indicate not-enough-RAM. Then again, it may just
indicate
infrequently-used memory. Borrow some RAM from a friend (or tell the
kernel to use less via the "mem=nn" option). Is it better with more
RAM?
