Here's my understanding:
test releases - a release during the general development cycle, used to
test specific features, should be considered an "alpha" release, ie
expect it to loose your data and eat your breakfast. During these
releases lots of new features are being added all the time.
pre-release - while coming close to the end of the development cycle,
pre-release builds will be made to ensure that most features are present
and working. During this cycle additional features will usually be
added. Tend to be ok-ish, stability-wise.
release candidates - almost ready to release the final code, they do a
series of "release-candidate" releases that should be very, very
stable. During this cycle the only changes are related to bug-fixing,
no new features are added.
release - the final code. Go forth and install.
