This is exactly what I said. I knew about the license/distribution
change because it was made so SuSE CDs could be included in a book I'm
writing, along with pressure from SuSE's staff developers and a BIG
nudge from their PR VP, Joe Eckert.

And commercial packages not produced by SuSE but included in the distro?
Well, you're on your own with those, but I don't think there are any in
the basic 5-CD set.
