If you really forgot your passphrase, then yes, you need to send that
revocation certificate to the keyservers and start all over. It's
effectively impossible to recover a forgotten passphrase unless you want
to wait until the heat death of the universe. (Or work for the NSA and
have access to an advanced Quantum Computing facility...)

It's kind of annoying for the keyservers to have lots of crufty old
certs, so I'd _really_ try to remember your passphrase for a while
before you go to that end though.
