Will the war ever be over? There's no "fullfillment" or exit condition.
If the war continues while there's "terrorism" (an ill-defined condition
anyhow), there has been and will always be that in the world and in the
US.

Thing is, the cost of participating is already so low... you have to make
it actually _cost_ money to spam in order for that approach to work.

I would be pissed if a got anti-spam spam (not that I read UCE anyhow).
It seems to me to be equivalent to an SMB popup advertising a
popup-blocker. (Which I don't get... wrong OS, and my connection to the
net has been NATted for several years.)
