Of course that is probably not the solution. There are a few DHCP clients that
work "differently" and are not compatible with all DHCP servers. Changing to
a different HDCP client may very well solve the problem.

You may want to see how long time your address is valid for as part of the
debug. I think I've seen this with GTE (pre Verizon). I don't have enough
problem with DHCP to remember enough details, plus my DHCP client is in a
OpenBSD firewall.

If you post some details I might be able to sneak in some quick research...
Distro, version, ISP, DHCP client and version, and any DHCP messages.
Then add time when you go up and down.
