Bob, your ip_up script made a new /etc/resolvf.conf when you were
connected by pppd. After the connection was over, ip-down restored the
old /etc/resolvf.conf. Now that you eliminated that behavior,
your networking will rely on the existing /etc/resolv.conf, which I
think you said didn't exist. You'll
have to create it with a text editor, or since you have changed the
servers in /etc/ppp/resolv.conf, just copy that to the /etc directory.
Then you should be alright.
