If he wants an actual IDE, I recommend Anjuta, KDevelop, or Eclipse
(yes, for C[++]). There are also commercial offerings from the usual
suspects, so if he's used to a particular IDE in winland (that's not
Visual Studio), there's a good chance it's offered for Linux.
If he just wants a highlighting editor, I recommend Scite/Scintilla
(used by Anjuta), Kate/KWrite(used by KDevelop), jedit (which is very
pluggable/extensible), or of course [g]vim or [x]emacs.
