Oddly enough it is allowable. The down side of it is
there is so much HIPAA red tape to go through to deal
with that, that most doctors wouldn't be the lest bit
interested in taking on the liability.

That kind of security is very expensive, and still
carries the liability if the user gives out their
password somehow and the system gets compromised.

I highly doubt you'll find a doctor that is going to
do that. I would be amazed if there is one.
