If she is using a wireless connection... this also could be a way that
they are logging on to her computer. Try installing zone alarm (there
is a free version for personal use). This will monitor all software
that has inbound and outbound connections. If you already have a router
in place (such as the Linksys) this should have already stopped external
cable modem users from connecting to her computer, unless she has some
sort of software (trojan) installed that would allow them to login.
Keep in mind, any shares that she may have setup (such as file sharing,
printer sharing, Kazaa, etc.)
