Sounds as if you are using dynamic addressing for printers/print
servers.
I am not sure why a printer's IP should ever change.

The best thing I ever did for printing at home was to get an inkjet
marketed as 'network-capable' (even though there was no other
interface than a parallel port) and a JetDirect 170. I gave the
JetDirect
a static IP on my home /24 LAN and I can print to it from six different
machines. both Win 98/2k/XP and Linux (RH and SuSE). The printer
is a DeskJet 895. I even printed to it from a NetWare 5 server.

I always knew the philosophy as being that servers had static IP and
userland were assigned from the DHCP pool, which were all IP that
were not in the static pool. In linux, print using tcp to port 9100. The
one trick is that in XP you select from the "local" print option, not
the "network" option which presumes printers attached to machines.

RH is the easiest to setup as the tcp:9100 option is supplied natively.
The print server device is specified by its IP.
