I have seen it, and it's somewhat amusing. There are a couple of minor
little glitches in it, and as a result it might give actual newbies (or
just people unfamiliar with a given distro) the wrong ideas, though I'm
sure it isn't actually intended as a serious guide for newbies.
One particular thing that strikes me about that is the representation of
Mandrake. Judging by that, I'd say the writer was a Mandrake user.
There's some definite bias showing through, it seems.
