Just doing a quick fact check here... you're not trying to access,
say, non-routable internal ip addresses from the outside are you?
What type of device is your cable modem plugged into? Is that what is
doing your webserving and whatnot, or does it do any port-forwarding
to the machine that does? Or is it just some straight NAT-type
hub/switch. If it's the latter... it doesn't work the way it sounds
like you think it does, no matter who your service provider is.
Also, be aware that with dhcp your ip address may change after the
lease expires, though roadrunner has been pretty consistent for me as
long as its the same card on my end. For personal type uses, the
possible ip address changes are worked around easily enough.
