Likely its this:

http://www.cybersource.com.au/product/safe_internet_computer/

(The website is running on a 28.8 modem included in the PC, apparently.)

For those of you too lazy and uninterested to click on the link, an
Australian company claims it has made the world's first Internet-safe PC
(SafeIC). "Users could surf the web, shop, bank online, use web-based
email, work with Microsoft Office files and graphics applications, use
IRC and IM, and play games."

Basically, this computer is nothing more than a run-from-disk Linux
distro (like Knoppix). It doesn't have any sort of long-term media
capabilities other than maybe a USB key. The PC sells for about AU$600.

Definitely not a PC for gamers, unless you really like Kasteroids, or
for anyone who likes to store large files. From the site:

"The security architecture of the SafeIC means there is no hard disk. If
you want to use the unit to create and store documents, you need to
purchase or provide a standard USB key. Simply plug the USB key in, and
use it to safely store your work. Removing it and plugging it into other
computers allows you to transfer those documents. Alternatively, use a
free Internet storage service or even your own web-mail account to store
and transfer documents."
