[SLUG] Permissions or what?

I have two different applications one will only run from root the other will
run from other user logins.
Here is the one that runs from a user login

root@fpac-dev:/usr/bin# ls -l call
-rwxr-xr-x 1 root root 42936 Apr 14 14:12 call
root@fpac-dev:/usr/bin#

This one will only run as root

root@fpac-dev:/usr/bin# ls -l listen
-rwxr-xr-x 1 root root 28420 Apr 14 14:12 listen
root@fpac-dev:/usr/bin#

I am trying to figure out where else I need to poke at permissions
in order to be able to run it as anything besides root.
