I used to run fvwm, but i guess you can run pretty much any window
manager. I even found screenshots of KDE/Gnome running under Cygwin.
I think that is a full X. You can use it without a window manager as
well (with window's window manager actually), then you will not get
the root window.

You need to install Cygwin/X (http://x.cygwin.com/) for getting X.
They have documentation for more information.
