Freshmeat indexes only what people submit to it. Anyone can have their
project indexed on Freshmeat, IIRC.
It should be noted that both Freshmeat and Sourceforge are owned by
the OSTG (nee OSDN) though I believe both started independently, as
noted by Kwan.
