There are numerous libraries that let you generate SWF (flash)
programmatically, like MTASC, OpenLazlo, MING and JGenerator:

There are a few opensource flash players as well, thought you're
probably best looking at gplflash2:

If you're looking for something that gives you a full Flash MX
development environment, just pay Macromedia and fire up a VMWare (or
run Crossover Office/WINE). Alternatively, use the MTASC compiler and vi.
I suppose the question is: what are you trying to accomplish?
