Every time I've ever seen this, it's been a video issue where the OS
can't properly guess the video (card or display). The system tries
various resolutions, etc., and stutters on each one until it finds one
it likes. Unless it doesn't find one it likes. In your case, it sounds
like it _thinks_ it's found the right combination, but really hasn't.
I've always handled this by attempting a console/curses installation.
Then later I go back and try to tweak the X config to make things work
right. Unfortunately, there's usually no way of telling the installer to
use a generic VGA setting, which would probably work but look like crap.
