Could it be something simple like it's supposed to be executable, and
isn't? Or a sticky bit needs to be changed (though I don't know how to
unset it)?

Of course, with Debian, you can just apt-get remove --purge apache which
deletes all kinds of settings files and such, but might solve your
problem. I've had to do that on occasion because some funky error that I
couldn't figure out. Just reinstall and maybe that will work...

Another thing: check bugs.debian.org, see if you can find your bug, see
if there is a solution that someone put in.
