The last time I saw that occur was many years ago from the Linux version of
frontpage. It for some reason just had to run as root. One day I found a
number of dirs on / level owned by one of the web page developers.

Turns out when he saved his pages he got to own a lot more thanks to the nice
people at MS.

There's a project on sourceforge called hpinkjet.sourceforge.net. It has a few
hplip files. (HP Linux Printing Project). On Debian there was a failure for
hplip to set proper umask, but it was fixed in early 2005.
