[SLUG] DVD authoring

I'm trying to record some TV shows to DVD for a family member. I was
reading http://linuxgazette.net/issue83/stoddard.html and trying to follow
along, but the first few commands didn't work (bad options or unknown file
type), and the whole beginning sequence is apparently unnecesary anyhow, as
it apparently convert the recorded file to mpg (by separating then
interleaving A and V) and the file is already mpg.

So I skipped down a ways, and the next real command is

tocgen > dvd/VIDEO_TS/VIDEO_TS.IFO

I don't have tocgen. Where do I get it, or a functional equivalent?

In short, what I have is this:

-rw-r--r-- 1 root root 3.1G May 7 16:35 Math-FAQ-Marathon.mpg

It's 1:39 as is, and if I get hold of an appropriate editor I can trim at
least 10 minutes from that.

I want something I can play on a standard DVD player. I looked at creating
a VCD, but apparently it's too long. :-( Anyhow, is there a better guide
than what I'm trying to use?
