The order is probably consistent if you start from "no modules loaded" every
time. So just make sure the hotplug script (I guess) unloads ehci_hcd,
uhci_hcd, and usbcore in the "stop" section, and always connect the cables
in the same order (or at least have them connected when the script starts).
