The package you are looking for is "gpm". This provides mouse cut and
paste from within a virtual console.

The largest "problem" is loading the appropriate mouse driver and
letting gpm have access to it while not fighting with your X server if
it is running in the background. I've found that 2.6 using
/dev/input/mice makes this "problem" moot.

Honestly, there are numerous HOWTOs and FAQs out there on this. Just
google "gpm mouse HOWTO".
