It's a reporting system that needs to be compliant (hardware, software, legal,
financial). The production system can be audited and thus the dev system must be
identical. It's also a skunkworks project that no one wants to pay for, but they're
pushing for software updates that don't exist because it's currently RH8. Long
story.
