I don't know what version of Debian you're running, so it's hard to say
if FF 3 is available to you in Debian. However, on the assumption that
it is available, you just need to fire up aptitude or synaptic, and have
it "update" its local package database ("u" in aptitude). Then search
for iceweasel in aptitude/synaptic and see what version is now
advertised. If it's 3+, then just tell it to install.
Otherwise (if FF 3+ isn't available for the Debian version you're
tracking), you can try installing from mozilla.org. I may have done this
at one time; I don't recall. If you do it this way, I expect it will
install a statically linked executable, which will have a larger
memory footprint.
