Tar is an archive.
RPM is a package.

archive != package

Maybe package = { archive, ... } but archive != { package, ... }

So you are comparing apples to oranges.

P.S. RPM uses cpio as an archive format. Cpio and tar are both
archive formats. Again, RPM is not.
