It's hard to generalize. Many connections I do between two sites, both local
to
Tampa, go up to MAE-East, or Herndon VA etc, then back down here. I have
had connections where one way went to DC, then to the distant site, and the
reply came back via Dallas TX. Depends on whether the sites backbone carrier
is ATT, Icix, etc. among other things. You can often have 20 or 22 hops one
way.
I think the idea that one should "download from the geographically nearest
site" doesn't always work in practice.

Perhaps if you are on dialup, the best time to download is about 1 day after
your new broadband connection gets working properly. :-)
