There are no flags to tell rsync you want to do anything, and no
destination to tell it where you want to put stuff if you had told it to
do something. You want:

rsync -av mirror.csit.fsu.edu::debian-cd/ /some/directory/debian-cd

note very carefully where the slashes are and are not at the ends of the
directory names.
