convert is definitely the way to go if you want to automate generating more
than a few images.
I found a perl script app called Thumber which automates the whole process.
It's part of a package called SlikPiks (by Ben Klass)
http://slikpiks.sourceforge.net/.
It's a starting point if not the whole answer.
If you want a windows version to create the whole web page gallery, there's
a shareware program called ThumbsEZ. It's pretty cool. It's part of a
package called EZSuite (but I can't find where I got it... oh well).

For manual conversion, any graphic program, GIMP, GQview, etc, would
do. For command-line, you could use ImageMagick. The command is
"convert". There are about a million options ;-) BTW, you don't need to
have XFree86 installed to use ImageMagic. Thus, it is perfect for a
server. Furthermore, "convert" works great as a shell command executed
from a dynamic web script such as Perl, PHP, etc. Then, you can generate
those thumbnails on-the-fly.

If you are running specific server-side scripting language, i.e. PHP,
there are image functions that you can use too.
