Would I frequent such a shop? Hmmmm...doubtful, since I've got as much
hardware as I can handle. Do I think others would? I don't know that a Linux
only computer business like this would work.

If you're going to be building computers with Linux on it, then I recommend
that the OS be at the user's choice, rather than a simple default. There's a
lot of choice in Linux, and people should be made aware of that.

As far as certification goes, there is RH, but there's also SAIR, and one or
two other Linux certs at well...
