Some of these PCI (and AGP?) cards, if even slightly misaligned
(one end seated, the other end not fully seated) can cause a
short in adjacent contacts which can keep the PS from coming
on. That doesn't seem like the problem here, but it is worth
keeping in mind for systems that refuse to power-on Bob
