If you have mpg123, you can do `mpg123 -w filename.wav filename.mp3` , or you can use the "Disk Writer" plugin with XMMS, or use any of several other tools.
If you installed a binary of sox, particularly a recent redhat rpm, then I'm not surprised that mp3 support was not compiled in.
