I use enlightenment and afterstep on my low-end PCs. (That's all my PCs!)
Enlightenment doesn't have a reputation for being lightweight, but there
are two reasons for that: it used to be the default window manager for
gnome, and it has a TON of features, including more eye candy (e.g.
rippling water effect at the bottom of the screen) than you could possibly
want. However, it's easily point-and-click configurable, and is very
lightweight with a good feature set.
Afterstep is also simple and lightweight, and all the menus, themes, etc,
are managed with clearly documented text files.
