Just a quick note regarding OpenBSD's price, since there seems to be some
confusion: OpenBSD is distributed under the BSD license. It is completely
free with no strings attached, and if you want, you can do an FTP install
(or make your own CD install image, or whatever) and never send the
project a single cent.

The price of the CD set partially represents a donation, and that's the
primary funding source for the project. Obviously, buying the CDs helps
to ensure the continued existence of OpenBSD, so it's strongly encouraged
but by no means required.

There are no ISO images available from the OpenBSD people directly, and if
you find anybody distributing copies of the official CD-ROMs, they are
violating Theo de Raadt's copyright and should be told to stop. Some have
been known to create non-official ISOs but you'll have to decide for
yourself whether a particular source is trustworthy or not.
