Bob, so I saw if I could play sounds myself (since I usually turn that off
because it would drive others crazy), and I went to KDE control panel->sound
and multimedia->system notifications and checked "Apply to all applications"
and clicked "Turn on all sounds" and guess what? Mine sounds don't work
either. Neither does the system bell. I just realize it because I never use
it.

I use arts 1.3.2-3 which I upgraded to using apt4rpm, and that's when this
started, because the little system sounds had worked a year ago or so I
recall. It's a pretty minor thing since DVD's CDs mp3s all application
sounds, etc play, except the built in window-event sounds. Well, I'll keep a
lookout for a new version of arts when it hits the repository and I'll post a
link where you can download it. Strange thing it, I see the exact same
behavior under Gnome, which I didn't think used arts. I can play the sounds
files browse to their location with Nautilus and force them to play, but they
won't play or activate through the gnome control center interface. So it
might be something other than arts.
