Got it working. FYI I got the info from the SuSE list. Following is an
excerpt from the message that solved the problem for me.

I wouldn't go back that far.  1.3.1-3 works for me here.  Check a kde
mirror for kde 3.3.1 x86_64

rpm -Uvh --oldpackage <name of rpm>.  I had the same problem, and am now
using the 1.3.1 with kde 3.3.2a with system sounds working.
