When you say you checked the PSU voltage, did you check the StandyBy
5v? This provides a low wattage source which is always turned on--to
allow the mobo to sense when it's supposed to turn on. (pin 9, purple)
Also, check the PWR OK line. The power supply sends this to the mobo
and the mobo won't turn on without it. (pin 8, gray)
