Yes, I would expect so, the first time they are written to after boot.

I suppose it's possible that the device does not support barrier
requests. Are you
running with a SuSE-built kernel? If so, are you running the latest
maintenance?
YaST will tell you (Online Update?).

The jbd and the timer problems really should be unrelated. For the lost ticks
problem I would try to boot with noapic if you are running the latest
SuSE kernel
maintenance.
