I was hoping for a UML (user mode linux) instance on a machine there.
That way I could set up the environment necessary: zope/plone and
postgresql...preferably using debian ;-)

Actually, they way it would work is that you go into your user
preferences, and select that you want to receive alerts by email. For
the moment, the only alerts to be sent are "jobs", and you are opted out
by default. Any user creates the job, submits it, a reviewer sees it in
the queue, publishes it, and announces it, all through the website. This
applies to other content types as well, except the announce part. The
announcing is simply an email to those that have opted in to receive
these announcments.

Exactly right. It's just another way to have people participate. There's
now three ways (?) to participate: mailing lists, meetings, website.
