Not sure if it's the processor... You should get 5-7 beeps for a processor failure
on AMI BIOS. Others will (usually) still beep at least twice for CPU related. No
beeps often means bad power (do the fans spin up?) or a bad jumper (e.g., reset is
shorted). Some things to try if you haven't done so:

With the system unplugged, press the power-on switch to clear any remaining power,
then try a real power-up. Clear the CMOS. Reseat the power supply and PCI/AGP cards.
Disconnect the second IDE channel (in some boards it can cause a system that appears
to be dead when jumpered incorrectly). Remove all cards then power on (bad card?).
