Dell is known for having eh, uncommon h/w in many systems. They have custom
designed PC's made to fit the tightest possible budget. Things that would run
in a normal motherboard will not run on many of these machines.

Also the RAM socket could be in trouble. Once anything fails in that machine
verify it in another machine.

Dell also often have four bootup led's. Check which ones come on and that will
tell you where it fails.
