I'd start with trace, and ping. From this description
it looks like dns was fouled. I have Verizon DSL at
home. The numbers might not be the same, but here it
is:

Verizon - DNS 4.2.2.2, 4.2.2.1

ipcop router dns set to 4.2.2.2, 4.2.2.1

client computers set to ipcop internal 192.168.1.100,
4.2.2.2

Hope this gives you a place to start.
